Data. Local ELS mirror: applications_canonized joined to els_experiment_types (scraped FCC GenericSearch assignments), receipt dates within 3 years of 2026-08-14. Labels are the FCC's own multi-select assignments — noisy, overlapping, and only present on 63% of recent filings. Frequency/power parsed from grant tables where granted, application tables otherwise (~80% coverage); conditions exist only on granted applications (46%).

Confidence. “CV top-1/top-3” is 5-fold cross-validated Naive Bayes over purpose text + band/class/power/landmark features. “Envelope admits N% of other types” measures distinctiveness: how many applications of other types would pass this type's band + power + class envelope (lower = more distinctive). Tiers weigh the envelope over raw classifier accuracy, because the catch-all bins systematically absorb text-poor applications and depress top-1 for small distinct types (U-NII scores 0% top-1 despite a near-perfect band rule).

Escalation shape that the data supports. Auto-accept when a HIGH-tier fingerprint rule fires or the classifier margin is decisive and the norm envelope passes; otherwise route to human review with the family shortlist. At a margin threshold of 5, 29% of applications auto-accept at 86% accuracy on this crude model.
